Connecting Utility Services
Online Application for Residential/Commercial Utility Service
Requirements:
- Application must be in the legal name of the account holder.
- Required documents:
- Valid ID (Driver’s license, passport, Military ID, or government-issued ID)
- Proof of ownership or lease (Settlement statement, deed, or lease listing all tenants over 18)
- Submit documents via email: utilities@cityofbastrop.org
Next Steps:
- After submitting documents and your application, you’ll receive an email to call and pay required fees. Allow 48 business hours for processing.
- A $50 application fee and deposit are required (see fee chart below).
- Once completed, you’ll receive an Information Packet with your account number, payment portal setup, and solid waste details.
Important:
- Failure to provide required documents will result in service denial.
- Providing fraudulent information is a punishable crime.

Billing Information
- Bills are due 1st–15th each month.
- Late payments (after the 15th) incur a 10% penalty.
- Unpaid balances after the 25th are subject to disconnection.
- The City does not acknowledge postmark dates—payment is recorded when received.
Utility Rates
Rates are set by City Ordinance and may change during the fiscal year. Fees include water, wastewater, solid waste, night light, and electric charges.
