FLOCK

ABOUT:  Below is a brief overview of how and when the City of Bastrop Police Department uses FLOCK cameras.

1. We do not retain any FLOCK data, nor do we keep any lists. The only items kept are what is pertinent to the criminal investigation / prosecution requirements (Michael Morton Act).

2. FLOCK may only be accessed after a valid criminal investigation reference number has been entered.

3. We do not have Memorandums of Understanding (MOUs) with businesses or Homeowners Associations (HOAs) that utilize FLOCK. Private customers do not have access to law enforcement data.

4. FLOCK cameras are installed by law enforcement only on public property and are positioned to capture images of public roadways. The system captures license plate information only (public vehicle information) and does not use facial recognition. Data is limited to a single point-in-time capture of a vehicle.

5. Data our department obtains from FLOCK must be provided to DPS in conjunction with State Policies and Procedures, and they will in turn provide us with data on the license plate. This also must be in conjunction with CJIS (Criminal Justice Information Systems – FBI) rules - detailed personal data is not provided by FLOCK.

5. FLOCK is not used for traffic citations, registration enforcement, insurance verification, or other minor offenses. Its use is limited to serious incidents such as robberies, firearm-related offenses, hit-and-run incidents, sex crimes, as well as non-criminal matters including missing persons and protective orders.

6. Not all FLOCK cameras in the City of Bastrop belong to our department. The majority are owned by businesses, HOA's, other government agencies on their property.
