SOLID WASTE SERVICE UPDATE >> Residential and Commercial Solid Waste Service resumes the regular weekly schedule starting tomorrow, Monday, February 22. The City’s solid waste contractor, Waste Connections, knows that there is a lot of catching up to do and is going to do everything possible to get things back to normal over the upcoming week. Starting tomorrow, residents can put additional bagged trash out by the plastic bin at the curb. If the trucks are not able to get everything, please be patient and put them back out next week. BOIL WATER NOTICE RESCINDED FOR ZONES 1 & 3 >>
ZONE 2 REMAINS UNDER BOIL WATER NOTICE.
See Zones map in comments.
Effective immediately, the Boil Water Notice has been rescinded, or lifted, for City of Bastrop water customers in Zone 1 (between the Colorado River and State Highway 95) and Zone 3 (everyone west of the Colorado River.) Zone 2 (east of SH 95 and southeast of MLK@SH 71) REMAINS UNDER BOIL WATER NOTICE. Public Works is still awaiting full pressure to return to the Zone 2 lines, hopes to submit environmental quality control tests tomorrow, and the earliest we are expecting the Boil Notice to be lifted in Zone 2 is Monday.

On February 18, 2021, the Texas Commission on Environmental Quality required the City of Bastrop public water system, PWS 0110001, to issue a Boil Water Notice to inform customers, individuals, or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.
The public water system has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of February 20, 2021.

Winter Weather Update >>
-Boil Water Notice-
The City’s three water distribution Zones have each been issued boil water notices. This means that every City water customer is under a boil water notice. Customers should expect it to be at least a few days before the notices are lifted due to required testing. We are currently taking test samples for Zone 1 and Zone 3 to AQUA Water Supply Co.’s private testing lab. The results take 24-hours to come back and once a clean test is achieved, we can lift the order.
-Solid Waste Service-
TRASH SERVICE WILL RESUME ON MONDAY, FEB 22.
The City's solid waste contractor will plan to resume service on Monday, Feb 22. Regular weekly commercial and residential pickup schedule will resume, with additional pickups provided, when possible.
-Water Service – Zone 2-
City of Bastrop Public Works is expecting service to begin coming up now but service may be intermittent over 24-hours. We are asking all water customers to reduce their water usage as we work to bring service back online.
-Dirty Water-
As a result of the multiple breaks and disruptions of service, water may appear discolored and dirty from your tap. Please refrain from running/flushing your lines at this time as we are desperately trying to conserve water to repressurize the system. The problem will clear up as the system stabilizes.
-Water Conservation-
Pumping capacity has been impacted by the power outages and current demand is exceeding the supply. Without enough water it is not possible to pressurize the lines to bring back water service to parts of our community. We are asking that all citizens do everything possible to conserve water. AT THIS TIME WE ARE ASKING THAT CITIZENS STOP DRIPPING FAUCETS and please conserve water usage to allow the levels to rise. We understand this is a difficult ask while trying to protect your pipes but alternative methods for protecting pipes include:
• Insulate with foam rubber insulation, heat tape, duct tape, old rags or anything to block the flow of cold air.
• Open cabinet doors to expose pipes to the warmer air inside home.
• Inspect areas around the pipes for drafts from outside and fill with caulk or whatever you are able to find.
• Remove attachments such as hoses from outdoor pipes.
• Shut off water main and drain all pipes by opening all faucets

BOIL WATER NOTICE >> All City of Bastrop water customers are under a Boil Water Notice.
Each of the City’s three water distribution system zones issued its own boil water notice over the course of the winter storm. It is important to identify which zone you are in because each will have its own timeline for the boil notice being lifted. We will update throughout the process of service restoration.

WATER SERVICE UPDATE: ZONE 1 >> The issues affecting Zone 1 have been resolved by our crew in the field and we expect that Zone 1 will return to normal water pressure in 2 hours. Each time water service goes out, please assume the water boil notice is in effect. When water boil notices are lifted, we will update the community. The City of Bastrop is continuing to have difficulties with our SCADA system which provides water level and pressure data to our operators. We are working hard with our SCADA maintenance vendors to create a permanent solution to this problem. Our Public Works team has been working around the clock and sleeping in our emergency shelter since Sunday to provide the best level of service possible. They will continue to do so until our system is stable.

WATER SERVICE UPDATE: ZONE 2 >> City of Bastrop Public Works is hoping to bring Zone 2 back online tomorrow evening, dependent on consistent electric service. During the rolling power outages our service pumps that bring our water from the wells to our ground and elevated storage tanks went offline. Our crews have been able to bring our service pumps back up and running, filling the ground and elevated storage tank. Currently, water usage in Zones 1 & 3 is abnormally high, causing a slow refill time. We understand that Zone 3 has just come back online so customers are catching back up and that we may be experiencing some leakage but a large portion of that water has been showing up at our Wastewater Treatment Plant meaning it is staying within the system. We are asking for citizens to please start conserving water as soon as possible so we can bring our neighbors in Zone 2 back online faster by increasing the rate we are able to fill the tanks. PLEASE NOTE that once water service is restored, a BOIL WATER NOTICE is in effect. (See Water Distribution Zones Map in comments below.) Thank you Bastrop- we are in this together. #BastropStrong

WATER SERVICE UPDATE >> City of Bastrop Public Works is working hard to restore water across the City. The first Zone that is projected to come back online is Zone 3 which contains all City of Bastrop water customers WEST of the Colorado River. This Zone is planned to come back online at approximately 4 PM today. PLEASE NOTE that once water service is restored, a BOIL WATER NOTICE is in effect.

WINTER WEATHER UPDATES >> Good morning. We hope you are staying warm and safe. Status update:
• Driving Conditions are still treacherous, please stay off the roads.
• No Solid Waste Collection this week, Regular schedule resumes Monday February 22.
• We should expect to continue to experience rolling power outages.
• Some City of Bastrop water customers will experience loss of pressure or outages. We will share details as they emerge.
• Water customers west of the river are under a boil water notice (read the notice: https://www.cityofbastrop.org/.../Zone%203%20BWN%202-17...)
• Call the City of Bastrop with water, electric, and other non-emergency issues or questions. Please avoid using 911 for non-emergencies.

NO SOLID WASTE SERVICE UNTIL MONDAY >> The City’s solid waste contractor will not be servicing routes until Monday, February 22. They will resume the regular weekly schedule at that time and make efforts to catch up. From Waste Connections:
“Due to the suspended services this week, we expect there to be many households with needs for extra service for the next 2-3 weeks. We will plan to collect additional bags and bundles that are placed at the curb, above the normal set out limitations. We appreciate everyone’s patience as we navigate our way back to safe and normal operating conditions.”

ROLLING BLACKOUTS >> The City of Bastrop has been alerted of rolling blackouts that will occur in approximately 30-minutes off, 30-minutes on increments. These will affect all BP&L customers, city-wide, and begin at 3:30 PM today. We will share more information as it develops.

WATER OUTAGE >> Due to numerous breaks and pressure loss, portions of the City of Bastrop water system are going to experience some cut offs. These will occur in isolated areas but some users will be without pressure for an undetermined amount of time. At approximately 2:30 PM today, a water outage will occur in the area east of Highway 95 and south of Highway 71, east of the river to Tahitian. If you experience a water leak that you cannot stop, call 512-332-8830 and a Public Works crew will assist you. Please know that crews are working hard to alleviate the problems. We will continue to update you as the situation develops and appreciate your patience as we attempt to restore service as quickly as possible.

Water Supply Update

NO BOIL WATER NOTICE FOR CITY OF BASTROP CUSTOMERS AT THIS TIME >> We have received reports of a boil water notice in Bastrop and want to clarify that there is NO boil water notice for City of Bastrop water customers. We understand some area water providers are under boil notices but City of Bastrop residents are not being affected at this time.

Solid Waste Service UPDATE
TRASH SERVICE WILL NOT OPERATE UNTIL THURSDAY, FEB 18. >>
The City's solid waste contractor will plan to resume services on Thursday, Feb 18. Household garbage service schedule below (schedule applies to commercial as well):
Monday service day - planned service Thursday
Tuesday service day - planned service Thursday & Friday
Wednesday service day - planned service Friday & Saturday
Thursday service day - planned service Saturday
Note: There will be NO bulk services until next week.
Update 2-14-2021
CITY OFFICES CLOSED >> City of Bastrop offices will be closed tomorrow, Monday, February 15, 2021 due to inclement weather. City crews continue to work to keep essential services operational and without interruption.
SOLID WASTE SERVICE >> Solid waste service will NOT run Monday. A determination will be made about when trash service will be safe to resume and we will update at that time.
UTILITY BILL LATE FEES WAIVED >> The late penalties on all City of Bastrop utility bills will be waived this month. Payments are due by the 25th to avoid cut offs.

ENERGY EMERGENCY ALERT >> The Electric Reliability Council of Texas (ERCOT) and the Lower Colorado River Authority (LCRA), the city’s wholesale power provider, have alerted the City of Bastrop to the potential for statewide rolling power outages beginning Monday morning. The possible rolling outages are planned to last for 20 minutes and are implemented to maintain overall reliability on the statewide power grid. The cold temperatures are causing power generation levels to lower operating reserves below acceptable levels. Customers across the state are being asked to conserve. Please stay safe. Please also manage the temperature in your home over the next few days so as to conserve energy as much as possible. If an outage lasts more than 30 minutes please feel free to reach out to your local power provider. Critical infrastructure required to maintain basic services such as the City of Bastrop’s water supply and wastewater lift stations are backed up by emergency generators. City police, fire, and public works employees are out and about and monitoring weather conditions. Please share this message and encourage widespread energy conservation.
