This page provides information and checklists for building permits, trade permits, fire permits, certificates of occupancy, Historic Landmark Commission Certificates of Appropriateness, and other permits as required by the City of Bastrop.

MyGov Information Page

All applications should now be submitted through the City of Bastrop's MyGov portal. Visit https://public.mygov.us/bastrop_tx to sign up as a Collaborator, and get started today!

All project submittals:

  • Must be submitted online using MyGov.
  • Mail payment ahead of submitting the application for a complete submittal. Use the MyGov fee estimator tool or call the Development Services Department for a quote if needed.

Building Process

To ensure the project is following the correct processes, please schedule a meeting to talk to Staff about the project:

  1. Building Pre-Application Meetings: discuss remodels, residential home construction, accessory structures, or other building projects.

Frequently Asked Questions

General FAQs
  • To ensure that safe, energy efficient structures are constructed and placed appropriately on a properly subdivided lot, and will not cause an adverse impact on drainage in the immediate surrounding area.

    • Additional permits may be needed based on location or other situations. 
    • Platting Status: If a lot is not in a recorded, platted subdivision, a Platting Exemption or Plat will be needed prior to applying for a building permit.
    • Location: If property is located in a floodplain or historic district, additional permits are required prior to applying for a building permit. This could include a Floodplain Development Permit and/or a Certificate of Appropriateness.
    • Moving: If a structure is moving onto or off of a property in the city limits, a moving permit is required prior to applying for a building permit.
    • OSSF: If wastewater service is not available, a septic permit will be needed.
  • A floodplain development permit will be required prior to approval of any other permits. Please see the Floodplain Management page, linked in the menu on the left, for more information.

    • No. Building permits for new construction or remodels may be submitted on any Monday before 4:00 pm. Permits received after this deadline will not be processed until the following Monday.
    • Trade permits may be submitted any day of the week and will be processed in the order received.
  • The Building Official.
    • The City has three in-house inspectors on staff. Request the inspection in MyGov and the City will route the request appropriately.
    • Please see the Inspections page, linked in the menu on the left, for more information.
  • The City of Bastrop does not have minimum parking requirements for commercial property. Parking location is regulated, but the number of spaces is not.

  • The City of Bastrop does not have use charts. The Bastrop Building Block (B³) Code regulates primarily by block design, site layout, and building form. Please see the Place Type descriptions in Chapter 3 for general categories allowed in each Place Type.

  • The Houston Toad is an endangered species. It is protected by the Lost Pines Habitat Conservation Plan, which is administered by U.S. Fish and Wildlife Service (USFWS) and Bastrop County. All development in the Plan's area must receive authorization from USFWS or Bastrop County. More information may be found on Bastrop County's Habitat Conservation website.

Commercial FAQs
    • Any structure encompassing a non-residential use or is used for lodging
    • Any residential structure with three or more dwellings. This includes tri-plexes, four-plexes, apartments, RV parks, manufactured home parks, tiny home parks, etc.
  • New structures, additions, or any change in impervious cover:

    • Verify location is within a platted subdivision or has been issued a Platting Exemption
    • Final Drainage Plan (as required by the Stormwater Drainage Manual)
    • Site Development Plan or Site Development Plan Amendment

     

    Remodels:

    • Contact the Building Official to verify what permits are needed and which codes are in effect.
  • Step 1: Due Diligence and Research

    • Review the current zoning and the associated regulations using the Place Type Zoning Map, B³ Code, Pattern Book, and building codes. All adopted codes are available on the Development Services Department homepage.
    • Prepare a conceptual layout showing the proposed work in relation to the property lines and existing structures.
    • Contact the Permit Technician or Building Official with questions or assistance as this is completed.

     

    Step 2: Pre-Application Meeting

    • Request a Building Pre-Application Meeting using the Request Manager in MyGov. The above mentioned layout is required as part of the request. This meeting is highly recommended for commercial projects.
    • You will be contacted to schedule an appointment.
    • Staff will discuss site-specific challenges and ensure the site or building design is on track for compliance with the Codes.
    • Important Note: Additional processes or permits may be required prior to or in conjunction with the building permit.

     

    Step 3: Submit Application for Review and Approval

    1. Submit all required documents on MyGov. See the appropriate checklist for assistance.
    2. Project will be reviewed for completeness. If any materials are missing, Correction Items will be issued requesting the missing documentation.
    3. Once complete, the submittal will enter Review, with comments or other direction issued as Correction Items.
    4. Resubmit on the Instructions to Resubmit comment.
    5. Once all comments are remedied, the Building Official will make a final decision and a permit will be issued.
Residential FAQs
  • A single-family or two-family structure. This includes houses, duplexes, townhomes/rowhomes, and accessory dwellings.

  • New structures, additions, or any change in impervious cover:

    • Verify location is within a platted subdivision or has been issued a Platting Exemption.
    • Verify the concept is in compliance with the B³ Code.
    • Prepare a plot plan. See the Sample Plot Plan for expected level of detail.

     

    Remodels:

    • Contact the Building Official to verify which permits are needed and what codes are in effect.

General Information
  • All applications are digital forms in MyGov.
  • All contractors and subcontractors must provide proof of commercial general liability insurance of at least $200,000 combined for property damage and bodily injury, $200,000 aggregate for products and completed operations that covers all employees and/or subcontractors. (Ord. No. 2019-46)
  • Tradespeople must be licensed or working under a licensed tradesperson.
  • Homestead exemptions: please see the appropriate affidavit for pulling permits on a homestead property. A separate affidavit is required for each trade (mechanical, electrical, plumbing) and for general contracting.
Checklists

Checklists provide an overview of the permitting process and list all required documentation for the permit submittal. Multiple Checklists may be required. For example, a new commercial restaurant would need the New Commercial, Electrical Needs, TCEQ CSI Form, and all Fire Systems Checklists. Please confirm with City Staff all required Checklists for the project. All Checklists must be submitted through MyGov.

 

In order to obtain permits, all contractors and subcontractors must provide proof of commercial general liability insurance of at least $200,000 combined for property damage and bodily injury, $200,000 aggregate and $200,000 aggregate for products and completed operations, that covers all employees and or subcontractors. MyGov Inspections

Why Inspections are Required

  • To verify compliance with applicable building codes. Building codes are designed to ensure the health and safety of structures for the benefit of everyone.
  • They are the final steps leading to a Certificate of Occupancy, which ensures a structure is safe for occupancy.

How to Schedule an Inspection

All inspections should be scheduled through the City of Bastrop's MyGov portal. Please navigate to the project and review the project overview list of steps to  see which inspections are available to request.

For a video tutorial of requesting an inspection, please follow these steps:

  1. Log into MyGov
  2. Select the Help icon in the top right corner of the screen. There is a life buoy ring icon next to the word, "Help."
  3. Select the How to Collaborate Online option.
  4. Select Using the Collaborator Interface.
  5. Scroll down to Video 6, titled, "Download Documents & Schedule Inspections."

Information Needed to Request an Inspection

The City needs the following information to schedule your inspection:

  • Contact name
  • Contact phone number
  • Address where inspection needs to occur
  • Inspection type
  • Date you would like the inspection to occur

Time Frame Expectations

Inspections are conducted by third party inspectors.

  • Fire inspections - require 48 hours notice
  • All other inspections - typically next day, but may be 48 hours
Note: The cut-off time for the option of next-day inspections is 3:00 p.m. local time. If you request an inspection after 3:00 p.m., it will likely take two business days for the inspector to arrive. Delays should be expected when requesting an inspection on a City holiday.

Examples:

  • Request a fire final inspection Monday before 3:00 p.m. to get the inspection on Wednesday.
  • Request a plumbing rough inspection Monday before 3:00 p.m. to get the inspection on Tuesday.
  • If the call to request a framing inspection is made Monday at 4:30 p.m., the inspection likely won't be until Wednesday.
