Message from Chief Board
Dear Residents and Visitors of Bastrop, Texas,
Welcome to the City of Bastrop Police Department 2006 Annual Report. The outstanding accomplishments, achievements, successes and teamwork of our department can be attributed to the men and women who fulfill their commitment to provide excellent police service to the Bastrop community. That excellence is often about the smaller things, the extra kindness, courtesy and compassion they have bestowed on others.
Policing in Bastrop requires individuals who possess the integrity, knowledge, commitment, patience and dedication to do a very difficult job, day in and day out. Our City Manager Mike Talbot and I are extremely proud of the members of the Bastrop Police Department.
The 2006 Annual Report affords me, as your Chief of Police, the opportunity to congratulate several of the outstanding members of the Police Department and Community. At the 4th Annual Awards Banquet, Officer Shane Kasper was named Officer of the Year, Tim Crowe was named Police Chaplain of the Year, Sergeant Clint Nagy was awarded the Police Chief’s Award for Excellence, Lieutenant Matt Wagner, Detective Sarah Moore and Officer Shane Kasper were awarded Certificates of Civic Achievements. Citizens Police Academy Alumni Members Ken McMillan, Joan Armstrong, Lori Craven, Jean West, Jim Clark, Neil Borders and the late Leon Johnson were awarded Civilian Certificates of Merit.
One of my greatest highlights for 2006 was being given the honor and privilege of representing the Police Department while attending the 224th Session of the FBI National Academy in Quantico, Virginia. During my 12-week stay at the FBI Academy, I studied Law Enforcement Management, Legal Issues for Command-Level Officers, Ethics, Stress Management and endured a grueling physical fitness program with 250 other law enforcement executives from all over the world. The training, knowledge, and friendships I gained from that partnership with the FBI continues to play a big part in my professional career and my everyday personal life. I thank the entire City Council for giving me that opportunity.
During the past year the Bastrop Police Department observed a 9 % increase in Part I crimes compared to the 2005 calendar year. The slight increase is attributed mainly to burglary and petty thefts. The overall five-year crime comparison reveals an astounding 26% reduction in major crimes. We continue to take pro-active measures to reduce crime and improve the quality of life in our community. These measures include, but are not limited to enhancements to the Departments website, continuation of the Citizens Police Academy and the formation of Citizens on Patrol.
I’m also pleased to announce the newest member of the Department and our greatest tool for fighting drugs: “ Kilo”. Kilo is a one-year-old yellow Labrador Retriever from the former Czech Republic. Trained in human tracking and narcotics detection, Kilo has already facilitated numerous arrests, sending a strong message that drugs are not allowed in our community or our schools.
We trust that the 2006 Annual Report provides you with useful information about your Police Department. The Bastrop Police Department is dedicated to providing you with the highest quality of police services.
