To The Honorable Tom Scott, Mayor of the City of Bastrop:

On behalf of the City of Bastrop Police Department, I am pleased to present to you, the City Council, and to the citizens of this great city the department's 2005 Annual Report.

This annual report is only a small sampling of the hard work, dedication and outstanding accomplishments and the professional services provided by the men and women of this agency.

Bastrop is an exceptionally fast growing city, and I believe that the efforts of our police officers and support personnel have made a positive impact on the quality of life in our community. We pledge to continue to meet the growing needs of our citizens and our employees and we will do it with pride, dignity and professionalism.

Mission Statement

Members of the Bastrop Police Department realize our authority is given to us by the citizens who have relinquished to us the power to make arrests. We further realize that we are the only profession that can take an individual's right of freedom away.
The mission of the Bastrop Police Department is to uphold individual liberty, freedom and the protec-tion of property to all citizens through enforcing city ordinances, state law and federal statutes.
Members of the Bastrop Police Department accept the challenges that confront them daily and will strive to project a positive, professional and neutral image while carrying out their duties.

Visions and Values

Visions and values of the Bastrop Police Department become the foundation for the mission statement goals, objectives and ultimately the performance of the individual employee and our agency. By focusing attention on a vision, we can operate on the emotional and spiritual resources of the organization, on its values, commitment and aspirations. Once the human energies of the organization are aligned towards the common end, then the Department has achieved a major precondition for success. The Department is committed to protecting the community using the philosophies of community policing.

After almost four years, it is apparent that Linda Kaehn, Officer of the Year for 2005, and Animal Control Officer for the City of Bastrop was born for this job. Linda's love and kindness towards animals is obvious in her daily duties. One needs only to see Linda interact with a lost and lonely pet to see how much she cares for animals. Linda has adopted more pets than she has room for in her home, but would find space for others if the need arose.

We are blessed to have Linda and we thank her for her continued efforts in finding homes/shelters for ALL animals; domestic and wild.

Bastrop Police Department
Uniformed Patrol Division

The uniformed Patrol Division of the Bastrop Police Department is the largest division in the agency. The primary function of the Patrol division is to provide uniformed responses to calls for service and to act as a visible deterrent to crime. The division increased from 17 to 19 sworn officers in the past year. These officers responded to 6,187 calls over 2005, compared to 7,223 in 2004. These incidents ranged from public safety services such as clearing traffic accidents and serving arrest warrants on suspected felons, to responding to burglar alarms, providing health and welfare checks on elderly neighbors, and close patrolling of properties.

Bastrop Police officers are committed to community policing. Our Park & Walk program allows our officers to hit the streets to establish rapport and to deter-mine community concerns. In 2005, 330 Park & Walk patrols were accomplished.

Our officers are also involved in other programs which touch the lives of local families and neighborhoods. This year we visited 15 neighborhood gatherings during National Neighborhood Night Out.

Patrol officers received several written commendations for a variety of activities in 2005. Many of these were from citizens expressing their appreciation for assistance received in a "highly professional" and "compassionate" manner. Several officers were recognized for making excellent arrests.

Community Response Has a New Look

A new type of vehicle has been available to BPD since March, 2005. Called the "Community Response Van", the van was a gift from the city of Allen, Texas.

"lt's a work in progress, right now," says Lt. Matthew Wagner. "We have local businesses sponsoring a renovation of both the exterior and the interior to be more appropriate for BPD's needs. We've re-done all the exterior graphics. The businesses which have donated products and services include Bastrop Mail & Signs, Bastrop Tire & Auto (Firestone), Car Quest and Lost Pines Bastrop Paint & Body."

The van is being equipped for use as an Incident Command Post and will also be available at community events to provide such services as child identification fingerprinting and bicycle registration. It will be seen at Neighborhood Watch meetings, National Night Out, and events at schools and fairs. BPD's active interest in the well being and education of our children is evidenced by the McGruff, Crime Dog Program. McGruff makes visits to the schools and educates the children on the dangers of drugs as well as safety issues such as Stranger Danger. McGruff, will be using the van for his new ride.

"Even with all the help we've had from the business community," says Wagner, "we still need some additional sponsors to complete the refurbishing. The van will be an important asset at major incidents, plus the excellent public awareness its visible presence will create."

Animal Control Information

If you live within the city limits of Bastrop and have an animal problem, please call (512) 321-5550. Linda Kaehn, BPD Animal Control Officer, is on duty week days, 8 a.m. - 5 p.m. After hours and weekends, call (512) 303-1080.

For animal issues outside the city limits, contact Bastrop County Animal Control, available Monday, Tuesday, Wednesday, Friday and Saturday, 11 a.m.- 4 p.m. For emergencies, dial (512) 581-4080.

Animals picked up within the city limits are transported to the County Animal Shelter at 505 Coolwater Dr. If you cannot pick up your pet during regular business hours, you can make an appointment at (512) 581-4080 to pick them up later.

Rabies vaccinations in the City are now effective for THREE YEARS. It is no longer required to register your dog or cat within the City.

Motor vehicle crashes within Bastrop city limits have declined in 2004-2005, compared to 2002-2003. With the opening of the State Highway 71 fly-over and its increased speed and traffic, officials anticipate more crashes in 2006 than 2005. Traffic and misdemeanor citations have increased by more than 60 per cent since 2003.

The 2005 BPD operating budget totaled $1,270,325. These funds support the department's 22 employees in the their responsibilities to serve Bastrop.

COMMUNITY-ORIENTED
POLICING INITIATIVES

The Bastrop Police Department is committed to the safety and well being of our community. To ensure this we provide programs teaching and involving citizens in crime prevention and public safety.

One program is the Citizen's Police Academy.
In an 7-week program, citizen volunteers are instructed by BPD all aspects of law enforcement. After successfully completing the program, citizens are eligible to ride along with BPD officers, receiving a bird's eye view of the crime occurring in the Bastrop community. Academy graduates are also eligible to join the Citizen's Police Academy alumni Association, an organization designed to support the Police Department by providing volunteer services such as office support or assisting in other crime prevention projects.

BPD has also started a Volunteer Park Ranger Program . This program also uses volunteers to assist the department in protecting umicipal park lands by patrolling our many parks. During the Christmas season, volunteer rangers patrolled the River of Lights every evening, reducing incidents of vandalism during their patrols to zero.

Another BPD crime prevention initiative Neighborhood Watch Program, which brings neighbors together to communicate about possible criminal activity in the area. Our crime prevention officer can assist with home and business security surveys. A similar program is Neighborhood Night Out, designed to bring the entire community out of their homes for one evening to take a stand against crime. BPD assists with about 12 block parties each year.

BPD also participates in a program called "Safe Riders". Designed to make sure all children have a safe car seat before they ride in a vehicle, the department distributes free car seats to parents who are in need and complete a class.

CRIMINAL INVESTIGATIONS

The Detective Division has the primary duty of investigating all cases forwarded to it. Currently, three detectives, Tamera Brown, Preston Kyle and Sarah Moore, investigate crimes for the Bastrop Police Department. When a case is received from the Patrol Division, a detective prioritizes the case based upon its nature and seriousness. Investigating a case may include such duties as processing the crime scene, collecting and preserving evidence, scheduling polygraph examinations, interviewing witnesses and interrogating suspects. Detectives are also responsible for consulting with prosecutors and preparing cases for final disposition.

The most important goal of the Detective Division is to work together with the Patrol Division and other law enforcement agencies to bring criminals to justice. We all have the same goal: to serve and protect the citizens of our community.
