The Patrol Division is the largest division of the department with
a total staff of thirteen officers: nine patrol officers, two school
resource officers and two supervisors. The Patrol Division is without
the two School Resource officers for nine months of the year. The
two supervisors spend the majority of their time supervising field
officers, evaluating officer performance, scheduling, reviewing
and approving reports, and other administrative duties.
Our Patrol Division is responsible for responding to calls for service
and policing the community seven days a week, twenty-four hours
a day, including all holidays. The officers are currently working
ten hour shifts; however, this deployment is being reviewed by a
committee to determine the best possible coverage for the community
utilizing current staffing levels.
The Patrol Division is assigned four marked patrol units, one marked
supervisor unit, and two other units, which are owned by the Bastrop
Independent School District. The school units are operated only
by our School Resource officers and only during the school year.
On average the department has 2.5 officers assigned to a patrol
unit. Each patrol unit is in full operation 24-hours a day, accumulating
between 18,000 and 30,000 miles per vehicle, per calendar year,
totaling approximately 106,600 patrol miles a year. Each patrol
unit is equipped with a laptop computer, emergency lights, siren,
radio communications, speed radar, shotgun, video camera, and fire
extinguisher.
During the 2002-03 fiscal year the department accumulated approximately
1,200 hours in overtime as a direct result of special assignments,
crime prevention, civic and community events such as parades, festivals,
marches, and unexpected shift coverage. Total cost to the city was
$ 24,138. The department was without maximum coverage for approximately
3,259 hours due to personnel shortages. Personnel shortages occur
when officers are out due to sickness, vacations, training, employee
turnovers, and work related injuries, etc. This figure does not
include vacancies created from unfilled positions.
Over the last six months the department has increased patrol visibility
in residential and commercial areas, and decreased the amount of
patrol time spent on traffic enforcement on major highways. The
department also divided the City into four geographical districts:
Adam, David, Baker, and Charlie districts (see map on next page).
Officers are assigned a district and during their shift they are
responsible for patrolling, answering calls for service and other
police related incidents within that district.
