Marshall J. F. Nash was the first law enforcement officer for the City of Bastrop. He retired after 39 years of service from 1892 until 1931 and was paid a monthly salary of $50.00. Dude Milton followed Marshall Nash and became the City Marshall in 1931, he remained in that position until 1958, when he retired with 28 years of service to the City . After Marshall Milton's retirement, two night watchmen were hired to fill in. In 1958 the office of Town Marshall was abolished and the first Chief of Police was hired.

Hilly Litton.
Hilly Litton 1958 - 1968

Hilly Litton began his tenure as Chief of Police of Bastrop in 1958 with a monthly salary of $225.00. Prior to his appointment as Chief, he served first as a Bastrop County Constable and then as a deputy for the Bastrop County Sheriffs Department. Chief Litton formally established the first police department when he was appointed in 1958. One of Chief Litton's duties as Chief of Police was to raise and lower the flag at City Hall. In 1968, Chief Litton retired after ten years of service to the City of Bastrop.

Adell Powell.
Adell Powell 1968-1988

Adell Powell was appointed as Chief of Police in 1968. Chief Powell established the police auxiliary, which consisted of twelve reputable citizens. In the mid seventies the Chief of Police salary was $625.00. Certified officers were paid $600.00 and non-certified officers were paid $550.00. Part-time employees of the department were paid $3.00 per hour. The animal control officer who worked under the supervision of the Chief of Police was paid by the number of animals that he picked up. Chief Adell Powell died tragically in an accident in 1988 after 26 years of dedicated service to the City of Bastrop.

R. V. Duncan
R.V. Duncan 1988-1997

Chief R. V. Duncan who served as Sergeant under Chief Powell was appointed Chief of Police in 1988. Chief Duncan is credited with updating the departments filing system and bringing the department into the computer age. Chief Duncan resigned in 1997 with eleven years of service to accept the position of Chief Deputy with the Bastrop County Sheriffs Department.

Bill Anderson.
Bill Anderson 1997 - 2002

Bill Anderson was appointed in 1997 as Chief of Police. Under Chief Anderson's direction the Bastrop Police Department created the first Citizen Police Academy in Bastrop County. He is also credited with beginning the Bastrop Police Department Chaplain Program, Community Police Store Front, Park and Walk, the Explorer Post 850 and National Night Out. Chief Anderson retired in March 2002 due to illness.

David L. Board
David L. Board / May 2002 - Present

David L. Board was appointed as Chief of Police in May 2002. Chief Board, a long time employee of the Bastrop Police Department served as a patrol officer under Chief Powell and then as Lieutenant under Chief Anderson, he was very instrumental in orchestrating all of the programs that were instituted during Chief Anderson's tenure. Chief Board strives to keep the Bastrop Police Department the most professional and progressive in the County and continues his dedication to the Citizens of the City of Bastrop.
