AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF BASTROP, TEXAS ENACTED PURSUANT TO SECTIONS
10.105 AND 10.404 OF THE CITY CODE ESTABLISHING THE 1000 AND 1100
BLOCKS OF FARM STREET, BETWEEN HAYSEL AND JEFFERSON STREETS, TO BE
A ONE WAY STREET WITH VEHICLES TO TRAVEL IN A WESTWARD DIRECTION;
DIRECTING THAT SIGNS BE ERECTED TO REFLECT THIS CHANGE; DIRECTING
THAT STOP SIGNS BE PLACED FOR NORTHBOUND TRAFFIC ON JEFFERSON STREET
AT FARM STREET, FOR EASTBOUND TRAFFIC ON FARM STREET AT JEFFERSON
STREET, AND FOR WESTBOUND TRAFFIC ON FARM STREET AT JEFFERSON STREET;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Bastrop recognizes
the need to provide safe conditions for those traveling on public
streets within the City; and
WHEREAS, pursuant
to input from the City of Bastrop and the Bastrop Independent School
District concerning safety issues related to its citizens traveling
on public streets within the City, the City Council desires to designate
the 1000 - 1100 blocks of Farm Street as one-way with traffic to travel
in a westward direction; and
WHEREAS, pursuant to input from the City of Bastrop and the
Bastrop Independent School District concerning safety issues related
to its citizens traveling on public streets within the City, the City
Council finds it necessary to erect certain stop signs to regulate
traffic within the above specified area.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF BASTROP THAT:
PART 1: SEC. 10.105 "One-Way Streets" shall be amended
as follows:
SEC. 10.105 One-Way Streets.
(a) The 1000 and 1100 blocks
of Farm Street, between Haysel and Jefferson Streets, are hereby declared
to be one-way, with traffic to travel in a westward direction.
PART 2: The staff is directed to amend Schedule 111, related
to City Code of Ordinances Section 10.404, on file in the office of
the city secretary, to include the following amendments:
PART 3: The City
Manager shall cause "One Way" signs to be erected at such
locations necessary to make this change applicable to the above referenced
one-way portion of Farm Street.
PART 4: The City
Manager and City Secretary are hereby authorized and directed to make
necessary changes to all records of the City of Bastrop to reflect
this amendment.
PART 5: All ordinances
and resolutions, or parts of ordinances and resolutions, in conflict
with this Ordinance are hereby repealed, and are no longer of any
force and effect. If any provision of this ordinance or application
thereof to any person or circumstance, shall be held invalid, such
invalidity shall not affect the other provisions, or application thereof,
of this ordinance which can be given effect without the invalid provision
or application, and to this end the provisions of this ordinance are
hereby declared to be severable.
PART 6: This Ordinance
shall become effective in accordance with the terms and provisions
of the City Charter and State law.
READ and Acknowledged on First Reading on the 26th day of November,
2002. READ and Adopted on Second Reading on the 10' day of December
2002.
