AN ORDINANCE ANNEXING
THE HEREINAFTER DESCRIBED TERRITORY TO THE CITY OF BASTROP, BASTROP
COUNTY, TEXAS, AND EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS
TO INCLUDE SAID HEREINAFTER DESCRIBED PROPERTY WITHIN SAID CITY LIMITS,
AND GRANTING TO ALL THE INHABITANTS OF SAID PROPERTY ALL THE RIGHTS
AND PRIVILEGES OF OTHER CITIZENS AND BINDING SAID INHABITANTS BY ALL
OF THE ACTS, ORDINANCES, RESOLUTIONS, AND REGULATIONS OF SAID CITY.
WHEREAS, the Charter of the City of Bastrop, Texas, an incorporated
City, authorizes the unilateral annexation of territory, subject to
the laws of this state.
WHEREAS, the procedures prescribed by the Charter of the City
of Bastrop, Texas, and the laws of this state have been duly followed
with respect to the following described territory, to wit:
Being a 7.543 acre tract
or parcel of land out of and being part of the Nancy Blakey Survey,
A-98, in Bastrop County, Texas, and being a part of State Highway
No. 304 and being more particularly described by metes and bounds
in Exhibit "A' and Exhibit "B" attached hereto.
NOW THEREFORE, BE IT
ORDAINED BY THE CITY COUNCIL OF THE CITY OF BASTROP, TEXAS:
That the heretofore described
property is hereby annexed to the City of Bastrop, Bastrop County,
Texas, and that the boundary limits of the City of Bastrop be and
the same are hereby extended to include the above described territory
within the City limits of the City of Bastrop, and the same shall
hereafter be included within the territorial limits of said City,
and the inhabitants thereof shall hereafter be entitled to all the
rights and privileges of other citizens of the City of Bastrop and
they shall be bound by the acts, ordinances, resolutions, and regulations
of said
City.
The City Secretary is hereby
directed to file with the County Clerk of Bastrop, Texas, a certified
copy of this ordinance.
READ and ACKNOWLEDGED on
First Reading on the 10th day of September 2002.
READ and ADOPTED on Second Reading on the 24th day of September 2002.

FIELD NOTES FOR A 7.543 ACRE TRACT, NANCY BLAKEY SURVEY, BASTROP
COUNTY.
BEING a 7.543 acre
tract or parcel of land out of and being a part of the Nancy Blakey
Survey, A-98, in Bastrop County, Texas, and being a part of State Highway
No. 304. Herein described tract or parcel of land being more particularly
described by metes and bounds as follows:
BEGINNING at a 1/2 inch iron rod found at a fence comer at the Intersection
of
the south line of the Nancy Blakey Survey and north line of the Mozea.
Rousseau Survey, A-56, with the east line of State Highway No. 304,
the southwest comer of that certain 145.512 acre tract described in
a deed from Hal Berdoll, et ux, to National Exchange Services, Inc.,
recorded in Volume 842, Page 103, Bastrop County Deed Records, the northwest
comer of that certain 5.0 acre tract described in a deed from Nell Fitzwilliams
to Clodle Nell Smith, recorded In Volume 165, Page 772, Bastrop County
Deed Records, for the southeast corner of this tract.
THENCE crossing said State Highway No. 304 with the south line
of the Nancy Blakey Survey and north line of said Mozea Rousseau Survey,
S 88 deg. 05 min. 57
sec. W, 123.53 feet to a '/2 Inch iron rod found at a fence corner where
same intersects
the west line of State Highway No. 304, the southeast comer of that
certain 283.001 acre tract described in a deed from Karmen Ketha Townsend
to Sabine Investment Co., recorded in Volume 1113, Page 870, Bastrop
County Deed Records, for the southwest comer of this tract.
THENCE with the west line of State Highway No. 304 and east line
of the Sabine 283.001 acre tract, N 10 deg. 44 min. 28 sec. E, at 2287.68
feet pass a concrete right-of-way marker found at the southeast comer
of Covert Automobile Dealership Subdivision and a lower northeast comer
of the Sabine tract, continuing with the east line of Covert Subdivision,
a total of 2743.04 feet to the southwest comer of a. 2.030 acre tract
previously annexed by the City of Bastrop, for the northwest comer of
this tract.
THENCE crossing State Highway No. 304 with the south line of
said 2.030 acre tract, S 79 deg. 17 min. 29 sec. E, 120.19 feet to a
point for the southeast corner of same, in the east line of State Highway
No. 304, and west line of the before mentioned National Exchange Service
145.512 acre tract, for the northeast comer of this tract.
THENCE with the east line of said highway and west line of the
145.512 acre tract, S 10 deg. 44 min. 01 sec. W, 2716.07 feet to the
POINT OF BEGINNING, containing 7.543 acres of land.

CITY OF BASTROP MUNICIPAL
SERVICE PLAN
DESCRIPTION
The City of Bastrop has initiated
annexation of 7.453 acres out of the Nancy Blakey Survey, Bastrop County
(see attached legal description and survey plat - Exhibits "A"
and "B") being approximately a half-mile portion of developed
Right-of-Way for SH304. The Bastrop city limit currently abuts the eastern
edge of this parcel.
SCHEDULE OF MUNICIPAL

Public Safety - Police, Animal Control, Fire
Current Services provided
None
Service availability All services can be provided with existing staff
Projected demand Modest increases in patrol and call response is anticipated
from development of the surrounding areas.
Public Health - Solid
Waste Service, Sanitary Sewer Service, Water Service, Health Code Enforcement,
Current Services provided
None
Service availability Solid waste, water, and health code services can
be
provided at this time. Wastewater services will be provided
as the west Bastrop utility master plan is implemented. Projected demand
As the property is road right-of-way there will be no
demand for these services
Public Welfare - Planning
and Zoning, Traffic Engineering, Building Inspection, Storm Drainage,
Street Lighting, Road Maintenance, Other Capital Improvements,
Current Services provided
The City of Bastrop provides planning and zoning services for the surrounding
properties both inside the city and within the ETJ.
Service availability Currently the State of Texas provides traffic engineering,
storm drainage, street lighting, and road maintenance for
the property. No capital improvements except to the utility
system are currently anticipated.
Projected demand As the property is state highway right-of-way there
will be
no demand for city services at this time
Public Services - Library Services, Parks and Recreation Services,
Code Enforcement, Miscellaneous Services,
Current Services provided
Access to library and park services is not limited to the
citizen's of Bastrop and are currently available to this area.
No other services are provided at this time.
Service availability There is current capacity to provide services to
this area
Projected demand As the property is road right-of-way there will be
no
demand for these services
FISCAL ANALYSIS
There will be little or no
near term costs to the city from the annexed area. Public safety services
will increase as the city and traffic grow along Hwy 304 as it is a
major thoroughfare. As a part of the State Highway System future improvements
will place little or no undue demands on the city in the foreseeable
future.

TO SECTION 43.021 OF THE LOCAL GOVERNMENT CODE; and (2) City of
Bastrop Municipal Service Plan, as the same appears of record in my
office and that said document is an official record from the public
office of the City Secretary of Bastrop, Bastrop County, State of Texas,
and is kept in said office.
I further certify that I am City Secretary, that I have legal custody
of said record and that I am lawful possessor and keeper and have legal
custody of the records in said office.
