ORDINANCE NO. 2005-22

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BASTROP, TEXAS, AMENDING CHAPTER 8 "PERSONNEL & ADMINISTRATION," ARTICLE 8.1000 OF THE BASTROP CODE OF ORDINANCES RELATING TO THE ADOPTION OF THE PERSONNEL POLICIES MANUAL, MAKING COMPREHENSIVE REVISIONS TO THAT POLICIES MANUAL; REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE.

WHEREAS, the Director of Personnel recommended to the City Council of the City of Bastrop, Texas that extensive revisions are necessary to the City Personnel Policies Manual which is the official policy with regard to personnel administration, and

WHEREAS, the City Council of the City of Bastrop, Texas, finds that it is in the public interest to make the changes in the City's Personnel Policies Manual.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BASTROP, TEXAS THAT:

PART 1.
The existing Personnel Policies Manual dated January, 1988, with amendments, adopted in accordance with Chapter 8, Article 8.1000 of the Code of Ordinances of the City of Bastrop is hereby repealed in its entirety.

PART 2. The City hereby adopts a new Personnel Policies Manual, with amendments as may be subsequently approved by the City Council, in accordance with Chapter 8, Article 8.1000, which new Personnel Policies Manual is attached hereto as Exhibit 'A" and which exhibit is incorporated herein by reference as if set forth in full.

PART 3. All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.

PART 4.
If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable.

PART 5.
The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This Ordinance shall take effect upon the date of final passage noted below in accordance with the City's Charter, Code of Ordinances, and the laws of the State of Texas.

READ AND ACKNOWLEDGED on First Reading on the 26th day of April 2005. READ AND APPROVED on Second Reading on the 10th day of May 2005.
