Rules and Procedures for Approved
Septic Hauler Unloading

 

I.          General Requirements

A.   All inquiries, complaints or reports are to be directed to City of  
       Bastrop

 B.    The City of Bastrop will make available a designated dump site.  Such site shall
         be used for all unloading unless specifically directed otherwise by a W/WW
         Department representative.
 

C.    Haulers are responsible for clean-up and maintenance of sanitary conditions at
        the unloading site.  The City will furnish water, tools and containers for such clean-
        up.  Haulers are expected to rake debris from grating, place debris in container
        and wash down the catch basin after each unloading.
 

D.    Haulers are to report any damage or non-functioning equipment as soon as
        practical.
 

E.     Haulers must immediately report any spills or overflows that cause waste to
         escape beyond the catch basin.  Haulers will be required to provide at their own
         expense any clean-up required to remediate a spill or overflow.
 

F.     All approved Haulers must furnish and maintain the following:

            1.     Vehicle Liability Insurance in the amount required by Texas Statute.

            2.     General Business Liability Insurance, not less than the amount of
                     $200,000  combined for property and bodily injury, $200,000
                     aggregate and $200,000 aggregate for products and completed
                     operations, which policy covers all employees and sub-
                     contractors.

            3.     Current Texas Vehicle Registration.

            4.     Current TCEQ Permit.

 

G.      Tank volumes will be determined by manufacturer’s certificate or by mutually
          agreed field measurement.

 II.        Manifests

 A.    An approved Hauler will be issued manifests at 300 Water Street,
        Water/Wastewater Office in lots of 25 each.  Manifests may be picked up only
        during regular business hours.
 

B.         A manifest shall be required for each unloading.

 C.     The manifest must be completely filled out, signed and deposited into the
          receptacle provided at the unloading site.
  Hauler should retain one copy of
          the manifest for their records. 
 

D.      The City of Bastrop will bill each approved Hauler once each month.  The monthly
          bill will be due no later than 15 days after the billing date.

 

III.       Special Provisions

 A.     The City, at its discretion may require lab analysis testing of the wastes from
          time-to-time, or may perform visual or other field checks of delivered wastes.  All
          costs for such testing and inspections will be borne by the City.
 

B.      Wastes from chemical toilets that have been treated with Bromine or a Bromine
          containing compound shall be limited to 1,000 gallons per single load.
 

C.      Wastes from Recreational Vehicles and other special instances may be
          approved by the Director.
 

D.     The Director may revise, revoke or suspend any or all parts of these rules.

 E.      The Director may cause the unloading site to be monitored by surveillance
           camera(s), or other equipment.
 

F.      The Director may suspend, revoke or refuse to re-issue licenses due to
          non-payment of fees or non-compliance with rules, regulations, ordinances and
          statutes.  Disposing of wastes without a license shall be subject to penalties as
          set forth in Chapter 11, Bastrop Code of Ordinances.

 

IV.       Prohibitions

 A.     Any wastes not generated by septic systems and chemical toilets.

 B.     Any wastes containing significant amounts of oil, grease, or wastes from sand or
          grit separators.
 

C.      Any wastes that have been concentrated by aggregation, dewatering, additives
          or mixing, including wastes that have been collected more than 72 hours before
          disposal.
 

D.     Any wastes that by volume, content or chemical characteristics are deemed
         harmful to the City’s Wastewater treatment processes.

 

The Rules and Procedures were adopted and approved by the Director of Water and Wastewater on May 11, 2005.
